Prior to the commencement of the Program, a flag ceremony and the pledge of allegiance were conducted by representatives from placeSouth Windsor’s Girl and Cub Scouts, and they then led the singing of The National Anthem.


1.      Call Meeting to Order

Town Clerk Gretchen Bickford called the Organizational Meeting to order at 8:05 p.m.

2.      Invocation

Pastor Doug Rowse delivered the Invocation.

3.      Administering of Oath of Office to Town Council Members by the Town Clerk

4.      Election of a Mayor by the Town Council for a Term of Office Ending November 9, 2009, or until a Successor is Chosen and Seated

        Town Clerk Gretchen Bickford called for nominations for election of a Mayor by the Town Council for a term of office ending November 9, 2009, or until a successor is chosen and seated.

Councillor placeCityPrague made a motion to nominate Matthew Streeter as Mayor for a term ending November 9, 2009, or until a successor is chosen and seated.  The motion was seconded by Councillor Bazzano.  

There being no further nominations, the Town Clerk asked the following:

“All those in favor of the nomination of Matthew Streeter as Mayor, please signify by saying ‘Aye’.”  There being a unanimous response, the Town Clerk then declared Councillor Matthew Streeter duly elected as Mayor of South Windsor in accordance with the motion adopted.

5.      Election of a Deputy Mayor by the Town Council for a Term of Office Ending November 9, 2009, or until a Successor is Chosen and Seated

Mayor Streeter called for nominations for election of a Deputy Mayor by the Town Council for a term of office ending November 9, 2009, or until a successor is chosen and seated.

Councillor Bazzano made a motion to nominate Cary Prague as Deputy Mayor for a term ending November 9, 2009, or until a successor is chosen and seated.  The motion was seconded by Councillor Maneeley and was unanimously approved.

6.      Appointment of a Clerk of the Council by the Town Council

Councillor Yagaloff made a motion to appoint Deborah W. Reid as Clerk of the Council for a term ending November 9, 2009, or until a successor is chosen and seated.  The motion was seconded by Councillor Pelkey and was unanimously approved.

7.      Appointment of a Town Attorney by the Town Council

Councillor Maneeley made a motion to appoint Halloran & Sage LLP as Town Attorney for a term ending November 9, 2009, or until a successor is chosen and seated.  The motion was seconded by Councillor Pelkey.

Mayor Streeter made a motion to postpone appointment of Halloran & Sage LLP as Town Attorney until the November 19, 2007 meeting.  The motion was seconded by Councillor Pelkey and was unanimously approved.

Resolution Accepting the Resignation of Gary Bazzano (R) from the Planning & Zoning Commission

Councillor Prague made a motion to accept the resignation of Gary Bazzano from the Planning and Zoning Commission, said resignation to be effective immediately.  The motion was seconded by Councillor Maneeley and was approved by a vote of 6-0 with 1 abstention (voting in favor were Deputy Mayor Prague, Councillor Hale, Pelkey, Maneeley, Yagaloff and Mayor Streeter; Councillor Bazzano abstained).

Setting of a Time and Place for Regular Council Meetings

Councillor Hale made the following motion:

BE IT RESOLVED that the next Regular Council Meeting of the Town Council be set for Monday, November 19, 2007, at 8:00 p.m. in the Council Chambers of the South Windsor Town Hall; and the previous Council schedule of Regular Meetings be adopted pending Council approval of permanent Rules and Procedures.

The motion was seconded by Councillor Pelkey and was unanimously approved.

Adoption of Rules and Procedures for the Town Council which Include the Method for the Calling of Special Meetings

Councillor Pelkey made the following motion:

BE IT RESOLVED that the Rules and Procedures of the previous Council be adopted as this Council’s Rules, including the method for the calling of Special Meetings.

The motion was seconded by Councillor Prague.

Councillor Hale made a motion to amend the South Windsor Town Council Rules and Procedures, Section 3, Special Meetings, subsection b, to read as follows:

“No business shall be considered at any Special Meeting, notice of which has not been included in the call for such meeting.”

The amendment was seconded by Councillor Pelkey and was unanimously approved.

Mayor Streeter then called for a vote on the amended motion, it was approved, unanimously.

11.     Administering of Oath of Office to Other Elected Officials by the Town Clerk

Town Clerk Gretchen Bickford then administered the Oath of Office to the following elected officials:

12.     Remarks by the New Mayor

Mayor Streeter began his remarks by thanking fellow Councillors for electing him to serve as Mayor and also thanked the voters of placeSouth Windsor for re-electing him to serve again on the Town Council.  Mayor Streeter then expressed thanks to outgoing Councillors and all other outgoing Commissioners who have served the Town of placeCitySouth Windsor, and urged them to stay involved.

Mayor Streeter addressed the following priorities of the entire Town Council:

·       Fire House/Ambulance facility
·       Referendum to the public for the renovations of the elementary schools

·       Continue to work to preserve open space and farmland
·       Budget efficiently and effectively

He said that he would like to reiterate what he stated two years ago, “The goal of the Town of placeCitySouth Windsor should be to live within our means.”

Mayor Streeter again thanked everyone including his parents, brothers, sisters, in-laws and most especially his loving wife Carla and three boys.  He stated, “It is the love of my family and this community which is why I continue to be driven to maintain the quality of life of placeSouth Windsor and look for ways to make this Town better for our children and generations to come.”

13.     Adjournment

A motion to adjourn was made at 8:20 p.m. by Councillor Pelkey.  It was seconded by Councillor Prague and was unanimously approved.
